Yes, the TCs would be the majority in their own state and they will have their own police educational system etc.

If you don't want many GCs in your state, then I think it is fair to accept that the TC state will not be bigger than 18% of land.
But as I said if for you having a majority of 60-65% is enough, and you don't have a problem if GCs can have thier own GC schools, churches etc the TC state can be bigger, say 24-25%. This of course will be the case for TCs also. So more TCs will be able to live say in Limassol and have thier own schools, religious places etc here.
