Can we believe what we read?

So Talat and Christofias have agreed to a federation of two constituent states whose respective constitutions yield to a federal constitution with a rotating presidency that allows for the Greek Cypriot president to serve a longer term?

no , they are only tactics before today meeting.

have a look what Talat said to CNN Turk also he said same thing to Anotalian News agency (last night)
An agreement on the presidential system had not yet been reached.
