ex pats cannot legally own a van or commercial vehicle. It has to be registered to a TC.................

expats can own a commercial vehicle if they can demonstrate that they operate a legitimate business, i.e. they are not part of the black economy.
The authorities view is - if you are retired, why do you need a pick-up?
Nevertheless, there are many expats that do drive pick-ups, a few with a pool cleaning pole sticking up from the back.

Of course they need commercial vehicles how else will stuff fall off the back of a truck.In Occupied Cyprus even real estate falls off the back of a truck.
