Does anyone know whether an ex pat resident has the right to vote in the local council elections in Cyprus?

You should be able to H. If you are a resident EU citizen, normal practice elsewhere in the EU is that you have the right to vote in European and local elections in your resident country. All depends if Cypriot bureaucrats recognise that yet... we all know what they can be like  |

That is the case; an EU National can vote in local elections and for an MEP, not, however, for elctions for teh House of Deputies.
