Buying a car

I am not living in Cyprus on a permanent basis, but I guess i'll buy a used car on my next trip, so there's a few questions i hope you can help me with:
1) How can i check that the MOT is ok?
2) How can i check that there aren't any liabilities?
3) To finish the deal, i only have to have the seller signing the TOM 9 form?
4) Where to have the TOM 9 registered?
5) Where to get an insurance?
6) Will i have to have the insurance effective before i can drive it away from the seller?
7) How much should I expect to pay for a technical check-up?
8 ) Any recommended places to do such a check-up (Larnaca, Limassol, Nicosia)

(hint/answer on any question is welcomed)

As I am more expert at buying cars than selling them - I now have 5 :-( I will tell you what I know:

You can ask to see the MOT Certificate; there should be details of the Grage that issued it, you can chceck with them if you wish.
I BELIEVE that if there is 'Finance' on the car the name of the finance company appears on the Registration Document.
As well as both people signing the transfer document it must be witnessed by a notory - which cost about €5.
There are many insurance companies on the island, some of which operate on line - and yes, you must be insured to drive a vehicle in Cyprus, even form the seller's premises.
The transfer document has to be sent to the Department of Transport; you may need to send a copy of your passport/ID card - I am not sure.

If you buy the car from a reputable dealer then he will arrange everything for you. Insurance you can get from GanDirect http://www.gandirect.com/ I believe they are the cheapest.

I heard that foreign students can`t buy cars,is it possible? :o

No! I know many foreign students who have a car. Who told you this?

I have a friend who is studying in Cyprus and they told him that he could not buy a car, and frankly the traffic there is just terrible, I think the bus ride
