Isn't it about time that the government and EU came down hard on the law breaking taxi drivers who refuse to use metres on journeys?

If a Taxi driver doesn't use a metre, don't pay him. It's that simple. Best he can do is call the Police, who will ask to see what the metre says.....getting the taxi driver into trouble!!!
