Eugenics was first expounded by Plato in 4th Century. The word itself was in use in a non anglicised form in classical times to define the practice called then Eugenia of restricting the marriage of Athenians to within the circle Athenians because the Athenians saw themselves as some how more noble / superior even to other Greeks, and that this allged nobility had to be preserved, which it would not be if legal breeding with non Athenians were permitted. Plato plainly took it one stage further, with state planning of the breeding program, even so it appears, advocating loosing the offspring from the less desirable matings.
