"Researchers from Imperial College Business School and the University of Cyprus carried out an in-depth analysis of why Cyprus needed to be bailed out to explore what lessons could be learnt from the crisis. According to the researchers, Cyprus suffered from overconfidence arising from around 35 years of almost continuous and robust growth. This resulted in the Cypriot government making poor choices in regards to public finances, such as rapidly increasing public spending in welfare, and ultimately delays in reaching a bailout agreement, which affected the economy."

The Europe/zone bankrupted the second largest bank in Cyprus and almost bankrupted the largest BoC.

The Cyprus Economy was already in dire straights and they thought they would load up Cyprus with another 6 billion from bad debts because the Government had to cover depositors. That's a huge 25% of GDP in debt loaded on Cyprus.

They could have not loaded Cyprus up like that and perhaps given Cyprus a haircut too. 10 Billion is almost 50% of GDP and loose change for the Europe/zone, but no, they opted with loading Cyprus up with unmanageable debt and on top they are making demands for Austerity that will see people below the poverty line. Not to mention the cuts to pensions and salaries!
