New expat tax status: resident but not domiciled

According to this http://www.ey.com/GL/en/Services/Tax/International-Tax/Alert--Cyprus-introduces-Notional-Interest-Deduction-regime-and-non-domiciled-rules as of 17 July 2015 expats who have been residing for less than 17 out the last 20 years don´t have to pay tax on rents, dividends and interest. Can somebody confirm that I understood this correctly? If so, can somebody recommend a tax advisor in Cyprus who is reliable but doesn´t charge an arm and a leg?

Your topic sounds really complicated and I was curious why nobody gave an answer so far. Especially that "domiciled" word sounds so weird in my ears and googled it to find something that may give answers to your topic. I found this http://eltoma-global.com/en/knowledge-b ... yprus.html that says about some taxation updates, including this "not domiciled" phrase, plus you can ask your questions there, directly, because obviously we have poor knowledge on the subject!
