You have to define monitoring. It is patently impossible to have someone listening in to every conversation. What the EU wants is to have conversations, faxes, e-mails etc. electronically recorded, but even that would be impossible. In practice, it would mean that the number of the called and calling and the duration would be recorded. I imagine that it may go further in the case of known or suspected members of certain organisations etc. but that is pure speculation on my part. Another factor may trigger further action. For example, the use of certain keywords or key phrases, by automatic voice recognition, would trigger a warning to monitor a certain line.
I'm sure that the ordinary person has nothing to fear regarding his privacy. |

This is done already. Cyta keeps all these records.
Therefore what they ask for is something more than that. |

Piratis, such records called CDRs are used by any telecom company for billing purposes. The point is that companies may keep these records or may delete them, this is up to company. The EU wants to define the time for which telecoms are obliged to keep these records and also put in law that company have to present these records to the courts, police or MI-5  |
