I'm assuming its for satellite, so I would highly recomment getting yourself a Humax 5400Z if you can. Its very versatile and reliable.
If you find a Dreambox, get it. Its probably THE reciever to have. |

Do they deliver in Cyprus? Is it safe? For some reason most sellers on ebay don't look very reliable to me. |

Ebay is perfectly safe.
I receive parcels on a weekly basis, and have never lost one yet. Ontop of that there are many safety mechanisms in place.
Postage can vary from seller to seller. Some people are dreamers and basically just make a price up. Others are reasonable. As an example. Purchase a CD for 9GBP and 1pound for postage. Same CD will cost me 16CYP.
Credit cards are not a necessity. It makes life easier, but most of the times you can pay by cheque or DD.
