Papadopoulos: Annan plan not buried yet

How can we solve it? (keep it civilized)

Postby MicAtCyp » Thu Nov 18, 2004 11:57 pm

Good points by Mehmet and Mikkie however this does not explain the fact that Papadopoulos was the one who initiated the negotiations on the Anan Plan. He is the one who sent an urgent letter to the UN to call for negotiations the sonnest possible. If his purpose was to get in the EU with the title of Cyprus Republic intact there was no reason to ask for negotiations on the Anan Plan. Denktash and the Turkish side would never ask for negotiations, so why should Papadopoulos care to spoil a 100% guaranteed route?

Personally, I think there are more to things than meets the eye. It is very easy to speculate on what is going on.

I simply think that the negotiation process was taken over by the Turks. The international community probably had an eye for Turkeys EU date and also the fact that Turkey made an about turn in attitude. If Papadopoulos found this to be a shock, then I would guess so did the UN! In the end they were falling over themselves to appease Turkey so as to agree to the plan. The unfortunate consequence was that the Greek Cypriot concernes were largely ignored.

“The Turkish government so far has done whatever it could for a Cyprus settlement. So, if the reunification efforts fail because of the Greek Cypriot vote, it shouldn’t hurt Turkey’s EU position,” said Tom Weston, the U.S. State Department’s special coordinator for Cyprus. "

The plan of the Annan plan, was to find a acceptable formula for Turkey. The Greek Cypriot side indicated from the inception of the Annan plans that any solution was acceptable, as long as Cyprus was part of the EU.
Karpasia was an option in the Annan 1. Turkey rejected it out right.

The balanced tipped after Turkey(military)/Denktash repeatedly rejected any and all options. The EU then, proceeded, against the US/UK direction, to declare that Cyprus will be part of the 10, with or without a solution. This was an added measure of pressure for Turkish reform, promoted by Greece).
This was the "big mistake", for those promoting the dissolution of the RoC, like Bananiots and the likes of him.
The Greek Cypriot leadership's primary goal, was to enter the EU, with the asumption that the EU laws would be implemented throughout Cyprus, once becoming a member. This asumption was proved wrong, when the Annan plan, among other unfavorable to the GC conditions, included the derogations from the European common law.

By this stage, Turkey was too far from the original Annan I. The only way way to get Turkey out of the difficult position, as this stage, was a "UN" plan that would be rejected only by the GC side. We got it.

More here (We keep saying the same things, over and over, since 2001, let's move on).
