As for the distinction between citizen and resident it is pure semantics. You wanna call it resident then we can call resident.

semantics is more important than you think turkcyp. by claiming three identities you are eliminating the possibilit of all Cypriots forming a common identity one day in the future. Instead what you have is GCs living in the south and TCs living in the north. The difference? The TCs are mooching off of my (and other impoverished EU countries) tax money!!!!!

Right! Turks of Turkey see us as such too. I think, it is better for the Turkish Cypriots to kill themselves, so that the tax money of EU and Turkey won't be wasted.

P.S: TCs are not participating in the decision making of RoC and have no representation in EU, so by sacrificing their political rights, they get economic benefit in return. RoC is still governed by G.Cs and the representatives of Cyprus in EU institutions are all held by GCs. Sounds fair eh?

Are you referring to a future settlement or the current situation. In a future settlement TCs will be represented in the EU but will pretty much also have their own independent state and still be mooching off my tax money.

Currently, the TCs are not sacrificing representation in the RoC (they choose not to be represented) and are not getting any economic benefits either.

I will comment only on the property and other issues because the sharing of the Political power actually does not interest me. Any system that does not have borders and checkpoints and does not put restrictions on basic human rights is fine with me.

So, I would like to see a differentiation in properties in 3 categories:Home, agricultural land, empty land, expropriated land for public purposes, land on which a commercial bussiness has been set up.
I agree with exchanging all sorts of land when the individual has exchangeable property.

I agree in paying/compensation ONLY for the housing land, the commercially utilised land, and the expropriated land for public purposes.

I don't agree for a free choice to keep excessive lands, because this violates the owners right without equivalent sound reason and descriminates against him.On the other hand I can accept any private agrements between the individuals.

I think by point d you seem to agree with what I wrote so far, so I guess you have to set your rules on top first, and then analyse your procedure.

I also agree with points j,k and although note 1 is not complete I think is OK.

Notes 2 and 3 these refer to power sharing which like I said I am not really interested.

Now the question is how do we "force" these things.Depriving the people the choice to go to court or ECHR will surely knock down the validity of even the referendum itself. In my opinion all this "forcing" must change in a way that it will not deprive any individual the right to object, but in case he objects he will either lose at court, or lose because of the human rights of the user, and sometimes not even lose.

Let me take an example:A settler holding a property. Surely the law says he has to pay for the property to own it. So he has to take a loan. The problem is what if he refuses? What if he says I have a deed issued to me by TRNC(=a previously controlled by Turkey)? What if the owner claims his property back because the settler was illegally here on the first place?

Lets take another example: A couple of old TC pentioners at their 70s living in a GC house without anything to exchange and without any financial ability to pay for loans etc. Their throwing out is out of question, however the owner will still shout for his property. So you must provide for more ways out in you proposal.

*****************************************

Piratis,

You will start feeling the area in which the TCs will be living as your own country when you see GCs living there, when they introduce you happily their TC neighbours and when you drink some VO31 with them. Or perhaps when you get a TC mistress. But most certainly when you hear TC kids telling you "yia sou kirie Pirati" (=Hi, Mr Piratis) and your kids say "Merhaba nasilsiniz" (= hi, how are you) to Turkcyp as they have learned these languages at their schools.
