What are the essentials of any viable settlement ?

Picking up from a different thread, maybe one way of making some progress is to ask what are the essential elements that you (or your 'community') would demand of any viable settlement.

Perhaps a list, in rank order of priority, of 1 to 5 or 1 to 10 of essential elements would do to get the dialogue going.

For example, I might say that number one essential element was a return exactly to the 1960 constitution followed at number 2 by removal of sovereign bases, followed by compensation but not restoration of expropriated properties.

It would only take half a dozen postings like this to get a good picture of where the exact sticking points are (at least amongst this forum).

Full 1960 Constitution with the necessary amendments imposed by the EU aquis in a unitary state

1-Removal of ALL foreign troops and bases.

2-Special provision for all citizens to be taught to understand (as opposed to speak) the official language which is not their native tongue.

3- Interim human rights protection agency, armed and able to deal with all violations and adjudicate disputes quickly

4- Special provision for meritocracy in all public service positions in addition to the constitutional apportionment of 70-30. Cypriots will know what I mean!

5- armed forces organized to protect territorial integrity not internal conflict- ie navy and air defence

These would be the bare essentials, I am sure there will be a chance to add more as the discussion heats up!
