Why does it look more confederal than federal to you? Seems to me that the federal constitution will hold precedent over those of the constituent states, or did I miss something?
The Set of Ideas on an Overall Framework Agreement on Cyprus (1992) sounds like an equitable soloution, except that the layout is more a confederal than a federal setup. That point aside, which side dropped the ball on this and why?
