POLITICAL EQUALITY FOR ALL

Here's my political structure model for Federation of Cyprus:

1- Two legislative councils for each community, one at constituent state level and one at federal state level.

a- Supposing that only a several thousands TCs would prefer to live in GC constituent state; the legislative council of GC constituent state should be composed of vast majorly GCs.

b- Supposing that GCs living in TC constituent state cannot be exceeded 1/5 of the total population of TCs of TC constituent state; the legislative council of TC constituent state should be composed of equal number og GCs and TCs which are residents of TC constituent state and should be elected by their own communities or mixed vote.(Debateable)

c- The legislative council of federal state should be composed of equal number of GCs and TCs and either elected by their own communities or mixed vote.(Debateable)

2- Two house of representatives for each community, one at state level and one at federal state level.

The structure should be same as above mentioned.

3- Presidency and governership should be based on 1 term GC, one term TC and they should be elected by mixed vote of two communities.

a- The governer of GC constituent state will be a resident of GC constituent state and will be elected by the reisdents of GC constituent state.

b- The governor of TC constituent state should be a TC for one term and a GC for the next term. The governors of TC constituent state should be elected by mixed vote of the residents of TC constituent state.

4- In TC constituent state 1GC/5TCs balance should be kept with restrictions on buy property and right to settlement, until 2/3 of TCs has lifted the restrictions with a referandum which will be made after a certain time period.

The voting method in legislative assemblies and house of representatives either can be based on seperate majority votes or mixed majority votes.

What's your opinions about this political structure...

Weird... Noone has an opinion about whether this model of political structure would be fair and viable or not? Doesn't it provide political equality for all?

Pantelis? Piratis? Mikki? Bananiot? Mehmet? MicAtCyp? Erolz? Magicthrill? MeteCyp? Turkcyp? Michalis5354? Turker? Donyork? Bulio?

What's your opinions my fellow compatriots and all others?

Sorry Insan my 'apathy' is not personal towards you but it's hard to consider a proposal for how a partnership based on political eqaulity may work when it is clear that the 'other side' do not want and will not accept political equality in the first place :(

Anyway how about a radicaly different approach? How about the GC communites politcal leaders are voted in by the TC community and the TC political leaders are voted in by the GC community?

Insan, you know my opinion on this matter, thats why I didn't reply.

For me, political equality between communities = political inequality between citizens = discrimination = not acceptable.

What I consider fair is political equality between all Cypriots + safeguards for Turkish Cypriots (including their right to veto any changes in the constitution). In their own state TCs will be the majority, and they can run their internal affairs any way the want as long us they respect the laws of the central state and the laws of EU. (this is just a summary, you know my position on this already)

Insan,

for me, federation is a compromise between the ideal of a unitary state within the EU and the current situation. Almost any form of federation would therefore be better than the current situation. I don't like the restrictions on population in each state or even just in the Turkish one.

Even if it was the fairest solution i am sure tassos would find fault to keep the stalemate alive.

piratis,

im still somewhat confused as to what you would find to be an ideal solution. do you support a bizonal state, where TCs are in one area and GCs in another?

I very rarely talk about "ideal solution", mostly I talk about "acceptable solution" which is something very different.

An ideal solution would be a unitary state, where all Cypriots are equal, without any kind of discrimination, where human rights and democracy are applied to their fullest degree possible, and where numerically less groups (e.g. religious groups, ideological groups etc) and groups with less power (e.g. women, children etc) are fully protected from the numerically more and the more powerful groups. Thats the ideal.

But I can accept something that is far from my ideal, but is acceptable because it is better than what we have now, and it gives hope that the future will be an even better one for Cypriots. You can find the main principles of what I find acceptable here:
http://www.cyprus-forum.com/cyprus211.html

The above are the principles for an acceptable solution. The details could be worked out.

If we can not find an acceptable solution now, then the second best thing we can do is to maintain the current status until the balance of power will become more "balanced". When this happens reaching an acceptable (not ideal) solution would be much more feasible. Currently Turkey, which by itself is a regional power, has the full support of US and UK. This is a balance of power that most probably can not bring anything good.

if The US decides that since they are the world power they will enforce whatever they want with whatever means, without paying any respect to UN resolutions and human rights, then our only alternative might be an agreed partition, where Turkey keeps about 18% of the ground and returns the rest.

If the try to force on us something very unacceptable (e.g. Annan plan, or partition with Turks keeping all occupied areas), then we should not accept, not sign, and reserve our rights for future developments.

I hope now you got the "big picture" of what I support ;)
