The Russian Su-24 jet downed over Syria was located in Syrian airspace, the Kremlin spokesman Dmitry Peskov said.

"So far, we have not heard the reason for the crash of our attack aircraft from the Defense Ministry. We know for sure that the aircraft was in Syrian airspace, over the territory of Syria," Peskov said, noting that the ministry's first statement on the crash was based on preliminary information.

The spokesman reaffirmed that the jet was in Syrian airspace ahead of the crash, as previously stated by Russia's Defense Ministry, and called for patience until the exact reason for the incident was established.

"It would be wrong to make some kind of assumptions right now, to make any statements until we have the complete picture. Therefore, we just have to be patient. This is a very serious incident, but again, it is impossible to say anything without complete information," he added.

Turkey Committed Act of War By Shooting Russian Plane in Syria

Under international law, shooting down a Russian warplane in Syrian airspace is an act of war by Turkey, legal expert Alexander Mercouris told Sputnik.

Shooting down Russia's Su-24 fighter jet while in Syrian airspace is an aggressive act that is an act of war under international law, legal expert Alexander Mercouris told Radio Sputnik on Tuesday.

"If the aircraft was in Syrian airspace, then in international legal terms it is an act of war, because Turkey would have invaded Syrian airspace, and shot down an aircraft within Syria, that was operating with the consent of the Syrian government," Mercouris told Radio Sputnik.
"That would be a most aggressive step," said Mercouris.

Kremlin Has No Official Information on Fate of Downed Su-24 Pilots
Turkey's actions in summoning the Russian ambassador and initiating a NATO meeting, rather than getting in touch with Moscow, are part of the government's strategy to bolster its position, in the knowledge that the plane was shot down in Syrian airspace, not Turkish, as the Turkish authorities are claiming.
"This is in effect the Turks diving for cover," said the legal expert.

Turkey 'Crazy' to Down Russian Su-24 Jet - Italy’s Lega Nord Party Leader
"It's a reflection of the pressure the Turkish government is coming under, because they are seeing their policy in Syria beginning to unravel."
Though Turkey can expect ritual expressions of public support from NATO allies, concerns will be expressed behind the scenes about Turkey's increasingly aggressive stance.
"There is already concern about Mr Erdogan, about his policies, in many countries, and I think this will reinforce them."

Turkey shoots down Russian Su-24; Duma considers severing diplomatic relations and drastic measures
November 23, 2015 -
RusVesna -
Translated for Fort Russ by J. Arnoldski

“Severing diplomatic relations with Turkey has been proposed in the State Duma”

In the State Duma, the president of Russia, Vladimir Putin, has been called upon to sever diplomatic relations with Turkey following its shooting down of a Russian Su-24.

Such a request was put before the head of the country by deputies Valery Rashkin and Sergey Obkhov (both from the Communist Party of the Russian Federation). A copy of the request was sent to the head of the Ministry of Foreign Affairs, Sergey Lavrov. Rashkin and Obkhov earlier proposed that the president sever flight connections with Turkey due to the threat of terrorist attacks.

“The aggression of Turkey once again confirms the overwhelming support of the Turkish Republic for international terrorism, especially the Islamic State, which is a terrorist organization banned in Russia. Signs of this have been clearly manifested before, such as when the Ministry of Foreign Affairs of Turkey issued a statement that seven states are unsettled by Russia’s actions in Syria in the framework of the counter-terrorist operation,” the deputies remarked in a letter to Putin.

Rashkin and Obkhov believe that the actions of Turkey warrant urgent responsive measures:

“In relation to this, we ask you to summon our ambassador to the Republic of Turkey to clarify the situation and simultaneously consider the question of downgrading diplomatic relations to the point of severing them, raise the question of the responsibility of Turkey for its aggression against Russia in the UN security council, recognize Turkey as a country which is an accomplice of terrorism, and take measures to curb this state’s support for ISIS and other terrorist groups,” the deputies requested.

A similar view was taken by A Just Russia. The deputy chairman of the State Duma, Nikolay Levichev, stated that “Turkey has shown solidarity with terrorists.”

“This act of aggression is comparable to the attack on the Russian plane in the sky over Sinai. Now, as the link between Ankara and ISIS is obvious, we need to minimize the risk posed by Turkey to our citizens. To this end, it is advisable to cease flight connections with this country and evacuate Russians living there. It is worth considering the immediate withdrawal of our ambassador from Ankara to Moscow for consultation. Our response should be swift and decisive,” Levichev said.

He stressed that a relevant request for the federal agency of air transport is already being prepared.

UPDATE: Putin just held a press conference with the Jordan King Abdullah on his side(!) and boy was he pissed. Some major points:

Confirms Turkish version of air-to-air missile but says plane was in Syrian airspace
Describes Turkish attack as "a stab in the back by accomplices of terrorists"
"Together with our US partners we signed an agreement to prevent" incidents like this
"Ankara will discuss this tragedy with NATO as if it was Russia who shot down their jet. Does Turkey want NATO to serve ISIS goals?"
Accuses Turkey of financing, protecting ISIS
Turkey doing oil business with ISIS
This will have serious consequences for Russian-Turkish relations

Russia's official version of the incident is remarkably different from Turkey's:-

Russian aircraft Su-24 crashed in Syria

Today an aircraft from the Russian air group in the Syrian Arab Republic crashed on the territory of Syria supposedly shot down from the ground.

The aircraft was flying at the altitude of 6 000 metres. The status of the Russian pilots is being defined.

According to the preliminary data, the pilots managed to eject from the warplane.

The circumstances of the crash are being defined.

During all the flight time, the aircraft was flying only within the borders of the Syrian territory. That was registered by objective monitoring data.

TURKEY THREATENED PUTIN ‘STOP BOMBING ISIS’ DAYS BEFORE JET SHOOT DOW

Turkey shot down a Russian Su-24 fighter jet it claimed had violated Turkish airspace just days after threatening Moscow with “serious consequences” if it continued bombing ISIS in Syria.
The plane was flying at an altitude of 6,000m (19,685ft) when it was shot down by the Turkish military before subsequently crashing on Syrian territory.
Russian President Vladimir Putin later called the act a “stab in the back by accomplices of terrorism.”

The incident occurred just days after Turkish officials warned Russia to “immediately end its operation” against ISIS after warplanes bombed border regions. Ankara is unhappy that civilians belonging to the Turkmen population, which is staunchly anti-President Assad, will flee to Turkey and create a new refugee influx.
Charges that Russia is targeting anti-Assad rebels also prompted Turkey to summon Russian ambassador Andrey Karlov for crisis talks.

RUSSIA and Turkey are in deadlock after the latter threatened Moscow with “serious consequences” if it continues its bomb assault on Syria. Officials in the capital Ankara warned Russia to “immediately end its operation” after war planes hit Syrian ground “very close” to the Turkish border.

Turkey sees the Turkmen population that inhabits villages near the border as natural allies in the struggle against President Assad’s brutal regime.

"Today they practically declared war on us by shooting down our fighter jet. Our patience wears thin with Erdoğan and his criminal clique who is accomplice in all atrocities committed by ISIS terrorist. To avoid a bitter war which nobody craves, for several times, I told Americans to muzzle their rabid dog in Turkey"

Here, he denounces Turkey's government as ISIS sympathisers in league with ISIS and therefore ENEMIES of Russia's Coalition

I've seen more than enough evidence to convince me this is undoubtedly completely true: Turkey would have no anguish if ISIS succeeded in taking over Syria for their Caliphate

So now, with the declaration of Turkey as, effectively, an enemy combatant in all respects EXCEPT that Russia has not fired on them: yet!

There now will be a panic reaction inside the EU

The EU has given Turkey 3 billion euro to incentivise the return of migrants (not that this has happened, at all) and to improve conditions in the camps

Erdogan's recent re-election was undoubtably bent, but even so, his propaganda was scathing at the gullability and idiocy of the EU for allowing him to get away with loot for nothing, and hence, vote Erdogan, hes awesome

And in return, in JUNE 2016, 75 million Turks are supposed to get access to work and live in the European union, a country where, actually, we simply do not have data as to how many are radicalised: although it is clearly a large percentage

Hence this action by Turkey, in shooting this Russian Jet down, is going to precipitate multiple crisis in reaction

Neither will Russia and its allies wait to continue their offensive: so the question of what Turkey will or will not do, and can Turkey be made to behave, are looking to become extremely crucial
