The only thing there would be a serious issue with would be the charter flights into tymbou. As for Famagusta, If the port was operated by the RoC and tc trade was managed by tc's from the ROC port then that would be a solution.

I agree with you, DT.

Rather than charter flights/any flights going to Tymbou/Ercan, it would be better to re-open Nicosia airport that would serve both the north and the south as it is done with Basil/EuroAirport (BSL, MHL, EAP) in Switzerland/France.

Basel-Mulhouse-Freiburg is one of the few airports in the world operated jointly by two countries, France and Switzerland. It is governed by the international convention of 1949. The headquarters of operations are located in Blotzheim, France.[4] The airport is located completely on French soil, and the airport has a Swiss customs area connected to Basel by a border road.[5] The airport is operated on an agreement established in 1946 where the three countries (Switzerland, Germany and France) are granted access to the airport without any customs or other border restrictions. The airport's board has 8 members from each country.

The airport building was originally split into two separate sections. However, with Switzerland joining the Schengen Treaty in March 2009, the separate Swiss and French halves have been united.

Due to its unique international status, EuroAirport has three IATA airport codes: BSL (Basel) is the Swiss code[6], MLH (Mulhouse) is the French code[7] and EAP (EuroAirport) is the international code. The ICAO airport code is LFSB.[1] The Geneva International Airport has a similar international status.

That sounds great Kiks for Nicosia's airport but we've already spent a bundle on building this expensive toy in Larnaca.

•Turkey should open its ports and airports to Greek Cypriot sea and air traffic, meeting its signed 2005 obligation to implement the Additional Protocol to its EU Customs Union, and also permit Greek Cypriot aircraft to transit its airspace.

I give this a thumbs up if in return Famagusta and Ercan are open for international transit.

•Greek Cypriots should allow the port of Famagusta to handle Cypriot (including Turkish Cypriot) trade with the EU, under Turkish Cypriot management and EU supervision; end their practice of blocking Turkey’s EU negotiating chapters; and, in the event of trade beginning with Turkey after it implements the Additional Protocol, open up the Green Line to the passage of Turkish goods so that Turkish Cypriots can also benefit.

Why under EU supervision? If this is a purposed settlement why is it that it requires a third party to look after the port?

•Turkey and the Turkish Cypriots should hand back property in the Turkish-military controlled ghost resort of Varosha to its Greek Cypriot owners, subject to a UN interim regime that oversees reconstruction.

At the moment there seems to be an issue with who actually owns Varosha G/C or Evkaf so I will leave this arguement to another topic.

•Greek Cypriots should allow charter flights to Ercan Airport in the Turkish Cypriot zone, monitored by the EU.

Again as I have mentioned above if this is a settlement why is it that the EU will be monitoring Ercan?

•Turkey, Greece, the UK and the two Cypriot communities should put in place a mechanism to verify troop numbers on the island. Similarly, the Turkish Cypriot leadership should organise with Greek Cypriots a census to determine the exact population of the island and the legal status of its inhabitants.

Thumbs up.

•Greek Cypriots should cooperate with Turkish Cypriot administrative entities, pending a political settlement. Turkish officials should meet with Greek Cypriot officials, and Turkish Cypriots should be supportive.

Thumbs up to this but knowing the mistrust between administrative and political ideologies it is not so easy than just two sentences.

•The European Commission, supported by the EU Presidency, should continue to serve as an honest broker to secure agreement on interim steps. Leaders of EU member states should avoid partisan statements at a time when UN talks continue and no one party is being clearly obstructive.

The EU must show to the T/C honesty and support before declaring 'honest broker' with comments from Angela Merkel it really does not show any support to the T/C coming out of the EU. So the bold part is a thumbs up from me.

Another major dilemma is that although we require Turkey to be a partnership to help boost trade and investment after the settlement I am not sure Turkey would allow the north state to go under the EU without Turkey. This was the same scenario when Greece demanded that there entry into the EU will come as part of the deal that Cyprus will enter into the EU and so was the case.

That's OK, DT, for having the Larnaca airport on the southern coast for the tourists and have the Nicosia Airport re-built to serve the Capital and the north.. If I'm to take the ICG report seriously in getting the TCs and the GCs to do things together, then they should have proposed that the re-building of Nicosia Airport would make more sense than keeping Ercan, so that GR can get his land back which Ercan sits on. The TCs can ask for more money from Turkey on March 2nd during the next demonstrations in the north on austerity cuts, so to help pay towards for the re-building of Nicosia Airport with the RoC.

All but one seems reasonable and that is the chartered flights to Ercan. Ercan will open when there is settlement and right of return is assured.

I like too and cant see anything wrong here - except Turkeys attitude. Will Turkey accept? TCs must find a way of demanding the right to be their own 'deciders' and not Turkey.
