This was brought up some time ago. Statistics can be interpreted in many ways. It could mean.

The Cypriot court system is very efficient.
The police are very efficient.
Prosecuters are very efficient.
Defence lawyers are crap.
Criminals are crap 'cos they get caught.
Judges believe all defendants are guilty.
The defendant is not the judge's cousin.
There are lots of Cypriot crooks.
There are lots of immigrant crooks.
Etc, etc ... the list is endless

Simple, Cypriots only commit one crime each.

They could at least mention the nature of the crime.
If parking tickets and traffic violations are considered 'crime stats' i'd understand.
you wont find Cyprus anywhere near the top of the crimes lists they provide, but they've got us FIRST in the convicted list.
