No. You always pay the phone call charge+ subscription. There is the cytanetforall service that you don't pay subscription but you pay more per minute. Primitel had an offer some time ago that by using a coupon you could have one year subscription for free but you still have to pay for the time you are online. Best solution is ADSL if it is offered in your area.

1Mbit is the best you can get as a home user. Faster ADSL and other options exist but they are much more expensive.
