Land Issue - Please help!

Hi all,

Hoping someone can offer any knowledge into the following situation:

My grandparents have agricultural land in their village back in Cyprus. A couple of years ago the person with land behind wanted to build and got permission for an access road/right of way path through my grandparents land. It was stipulated the road/path would go six foot into my grandparents land and six foot into the land to the side which is owned by a cousin of my grandparents. To this day, the access road/path hasn't been built/marked because my grandparent's cousin, the land owner to the side is disputing the borders and doesn't want the road/access way to be build in six foot of his land. This is despite the recent deeds/drawings from the land registry showing that he is wrong. The man who needs the access road has already paid my grandparents a fee for right of way. My grandparents six foot of the land for the access road also can't be marked because there are two olive trees on the path which again are on their land and is where the right of way access should be however the cousin to the side is stating that they are his trees and not to touch them. My grandparents have admitted that didn't know that there land went up to the trees however the road issue brought the plot measurements out which shows the trees are in their land. The cousin next to them may have planted to them and tended to them but they are in their land.

Speaking to my grandparents, they basically want the guy behind who needs access to stop driving over their land on a route that wasn't agreed and to drive on the agreed route. For that to happen, the two trees on our land which my grandparents aren't bothered if they are removed (the cousin to the side is because he said they are his) would need to be cut down. The guy behind using who needs access I would guess isn't to bothered because he is still getting to his land and just driving around. My grandparents have the biggest issue with their cousin to the side because he is adamant they where his trees are is his land and despite being told to give six foot for the road won't agree anything.

There seems to be two solutions:

1) Put a fence around my grandparents land's border up to the right of access path which would stop the guy behind going further onto their land and would mean he would either need to sort the path out in the correct place or do the same thing and drive into the land on the other side of where the path is meant to be, which would no doubt cause an issue with the cousin who is refusing to acknowledge the official measurements. Somebody mentioned you need a license to put a fence? Not sure about that?

2)Just get the path sorted in the right place. For this, the cousin on the side would need remove "his" two olive threes on my grandparents six foot of the path and then give six foot of his land for the path. Not sure who is meant to enforce this or how it's done?

For me, it's quite laughable and not incidental but it's getting my granddad quite worked up so any advice would be appreciated.
