Had it been possible to set the desired rainfall in specific areas as desired then a massive flourishing industry would’ve been born curing global draughts and famines in return for a profit but we don’t see that happening…

My understanding is they don't do it to prevent rainfall.
The British were doing it here to ionize the atmosphere, for their radar systems, until Christofias caught them with their pants down.
I have no doubt that with this puppet we currently have for president they started all over again.
