Yes. and you do that when you reply in full mode, not in the quick reply. You have to click "post reply" first. Then you will see a different reply button. Not the one that is on the right top corner of every post.

Once I press "Reply" the quote button is not visible on your post, so therefore the quote must be made before replying.
