Does the Yellow Card not cover you for income tax?

NO!

That's possibly Form MEU1 'Certificate of Registration' issued to an EU member state citizen who fullfills the requirements of the Republic of Cyprus (RoC) Ministry of Interior Civil Registry and Migration Department to be domiciled in the RoC.

MEU1 is an A4 sized Yellow certificate that confirms those listed upon it have enough money and/or employment as well as medical insurance to be able to live in Cyprus without redress to the state.

For taxation a Tax Identification Code (TIC) number must be obtained from a local Inland Revenue Office, Paphos I believe in your case.
