We are not sure Russia won't occupy Ukraine.
Even if the Ukrainians accept the agreement the Russians demand, there will still be some kind of occupation by the Russians to check and control everything. They won't just settle with an affiliated government.

The winners of a war are the ones deciding of what they are eligible or entitled to get.
Look at what happened after WWII, whole maps of countries were re-drawn.
It's clear to me what Russia currently demands is the absolute minimum.
The deal may not be on the table after a couple of weeks.
