Lebanon is considered a "safe country" by the Cypriot government, which has repeatedly stressed that refugee camps on the island are overcrowded.

This statement is full of shit. Clearly they have not considered the status of these people. Sending them back on the grounds that Lebanon is a safe country is just not part of the refugee convention. There is nothing in the convention that requires the refugees to claim asylum for the safe country they are in. They have their human rights and they have the right to choose where they are going to claim asylum. It seems EU as a whole not just UK has abrogated their responsibility towards the refugees. Back in 1964 when refugees arrived we did not count and send some back because we already had too many. We made space for them and gave them food.
