I'm confused!

We're planning to move over soon but I'm a bit confused about how long we're allowed to stay without working.
What I've read has suggested that if we plan to stay permanently we need to apply within 3 months of arriving for the residency permit. It also says that one of the documents needed fwhen applying is something stamped by the labour office confirming employment. However what we'd hoped to do was come over with enough funds to have a year off and only start to look for work at the end of that time. Are we allowed to do that if we can prove we have sufficient funds? The info I've found is very contradictory! Thanks.

I think you can come for vacation for as long as you want if you are from EU. You might just have to make some arrangements with the immigration department.
