Ok, let me rephrase the question now then...

For the sake of the argument, let's suppose that Cyprus has been officially demilitarized (magically) and is going about her business when all of a sudden 10 years down the line Turkey arrives with 20 military boats packed with military hardware and starts unloading in Kyrenia or Larnaca... so you go up to their commander and say... "Excuse me but you're not suppose to be here!" ...and he replies "No shit... make me leave!"

WHAT WILL YOU THEN DO???

The problem FC is that your plan is solely based on the GOODWILL of an enemy that has a long history of violating this island’s rights! Good luck negotiating with an invading army in your business suit!

If anything, Cyprus needs to increase her military spending DRAMATICALLY to be able to match the enemy as much as possible and thus act as a DETERRENT.
