They can go if they want to anytime.

All they need to do is join the Coalition. Last time they acted unilaterally and began to bomb the Kurds.

We don't want them in Syria if they are going to do this either, but if they join the Coalition and behave themselves, then going into Syria is no issue.

The issue for Turkey is that they do not like the direction the Coalition is taking. They want to destroy the prospects of a Kurdish State on its border, which is why they will not join the Coalition. They don't quite see eye to eye with the coalition, but the Coalition has Turkey by the balls.

In fact, the entire situation was a master stroke of genius by the Coalition.
