How can we solve it? (keep it civilized)

Postby boulio » Tue Jan 11, 2005 6:08 pm

pretty interseting statement from erdogan while in moscow for talks:

http://www.mpa.gr/article.html?doc_id=504100

he basically states that the solution should come from the UN not the EU,CONEINEDENCE or not.

Alexandros Lordos wrote:From the Haravgi article, I discerned the following three elements in this "European Plan":

1- No "Virgin Birth": The new state will be the straight legal continuity of the RoC.

2- No "Treaty of Guarantee": Cyprus will have the "right of self-defense".

3- No international judges in the Supreme Court: This might have implications on the whole system of power sharing ...

All of these can be negotiated and can be accepted to certain degrees. But especially without (3) I do not know how are we going to solve things, if we have equal number of judges in the supreme court. (unless if you are proposing unequla number of judges depending on population, then this plan is dead already.

(1) and (2) on the other hand can be accepted with some caveats.

(1) It should be specificly specified that the it is the continuation of 1960 RoC, and RoC after 1964 does not comply with the 1960 constitution at all. And this new reublic is the continuation of 1960 RoC, not the current day RoC.

(2) Turkish guarantee only applied to TC state. And this guarantee can also be out into referandum of TCs 10 or 15 years in order to be renewed.

That is my two cents on the issue

Take care

i think turkish guarantee applied i believe to the whole of the united republic of cyprus,

and i also read the harvgi article and it stated, how can a country not be allowed to have its own army, but to be guranted by a third party which will have troops staioned in that country and how can a eu member have gurantees by a country aspiring to be in the eu.

Well, brother, the gist of the statement is that the talks leading to a solution should be in the UN framework and should not be moved under an EU framework.

And I suppose boulio's point is why that is...?

The second world war ended some 60 years ago but the allied forces are still in Germany. The skinheads in Germany are shouting their heads off about this but this is how international relations work.

Regarding the platform on which any future talks on Cyprus will be held, there is only one candidate and of course this is the UN. The EU cannot get involved in such issues and for this reason, on numerous occasions, the european commission has declared that it supports the efforts of the UN.

However, if europe was to get involved in our problem, I do not expect a different attitude to that of the UN. Those that insist on a so called european solution are plain populists because there is no such fruit. It is also very amusing to hear our leaders pay lip service to europe in one instance and then curse europe in another, when they realise that their way is not always an automatic choice for europe.

Bananiot, I partly agree and partly disagree with you.

If by European Solution people mean that there will be no effective bizonality and simple majority rule then, yes, I also think it is a pie in the sky ...

However, the solution could certainly become more "European" as to as the functioning of the Federal Economy, and also - more importantly - as to the security arrangements of the plan.

i completly agree alexandros with you,any future agreement on cyprus will be one of bi-zonal federation, many cypriots i believe are concerned with these four main issues:

1)security
2)implemetation
3)effective functionality of the new govt.
4)costs

My reading also ... this is why I think this plan will be dead before it is even presented. It would be a mirror image of the Annan Plan: Totally satisfactory to GCs, but totally unacceptable to TCs.
