The report says it was downed in northern Syria, not over Turkey.

If this is true, Turkey should be treated as supporting ISIL by attacking the planes trying to destroy terrorists in Syria. Turkey should become fair game to Russia now as part of the "destroy terrorists in the ME" mission!
